Rebuking Ceremony bounces an artifact or enchantment you control and up to two artifacts or enchantments your opponents control — asymmetric disruption that also resets your own enters-the-battlefield triggers. The cost, returning two of your permanents to hand, is a feature in the right deck and a real price everywhere else.

Commander is where Rebuking Ceremony does its best work — the format's density of powerful artifacts and enchantments makes the two-target clause genuinely threatening, and decks built around bouncing their own permanents (Brago, King Eternal; Emiel the Blessed; any Panharmonicon shell) treat the self-bounce cost as a bonus. In Legacy and Vintage, the effect is too slow and too conditional to compete with counterspells and fast removal that answer threats the turn they land. Oathbreaker is a reasonable home for the same reason Commander is, just with a smaller target pool at lower game counts.
