Rebuke destroys any creature that attacked or blocked this turn — instant speed, no targeting restrictions, four mana. It handles the threat after it's already committed, which is fine, but four mana for a single-target removal spell is a tough sell when cheaper options exist at every power level.

In Commander, Rebuke competes against a crowded field of cheaper, more flexible removal, and four mana is simply too much for a spell that only hits creatures mid-combat. Pauper is where Rebuke is most defensible — the card pool is shallow enough that unconditional creature removal at instant speed still earns a slot, combat-restriction and all. In Legacy and Vintage it's irrelevant; those formats kill you before the combat restriction matters. The oathbreaker ruling keeps it legal, but the same Commander logic applies — you'll find better.
