Rebbec, Architect of Ascension is a Commander card through and through — the effect scales with the artifact density you can consistently build in a 100-card singleton list, and multiplayer politics make a protection-granting legendary far more valuable than in a heads-up game. She's legal in Legacy and Vintage but sees no play there; those formats have no interest in a four-mana 3/2 whose upside requires board presence to activate. Oathbreaker is the one non-Commander format where she could theoretically function, but the compressed game length cuts against her setup cost.
