Reap the Seagraf puts two 2/2 Zombie tokens on the battlefield for five mana — a fine rate in a vacuum, made worse by the fact that the second token arrives a full turn later via the cipher trigger. The split-payment ceiling doesn't compensate for the awkward delay, and most Zombie decks have better options at every point on the curve.

In Commander, Reap the Seagraf occupies the bottom tier of Zombie token generators — five mana for a deferred second body is too slow when Zombie tribal lists have access to tighter, more explosive options. Pauper is the one context where the card is actually worth evaluating, since the card pool is shallow enough that cipher occasionally earns a role in slower dimir self-mill or Zombie builds. In Legacy and Vintage the card is technically legal and functionally invisible — the formats move too fast for a five-mana sorcery that spreads its payoff across two turns. Oathbreaker shares Commander's density of better alternatives, so the same verdict applies there.
