Reap the Past is a Commander card through and through — the X cost needs the kind of mana generation that only multiplayer games and dedicated ramp packages can supply, and the payoff of recovering multiple permanents and spells at once is most relevant when a board wipe or long grind has buried your resources. In Legacy and Vintage it's legal but competes with cheaper, more efficient graveyard recursion that doesn't ask you to sink six-plus mana to matter. Modern has the same problem: the card isn't busted enough to justify the cost when the format moves faster than Reap the Past wants to resolve. Treat it as a Commander-only inclusion.
