In Commander, Raze to the Ground is a fringe include for dedicated land destruction or stax strategies — if your deck is built to punish players who fall behind on mana, this fits cleanly at one mana instant speed. Outside that niche, three other players' lands represent too much political blowback for a one-for-one at sorcery-equivalent timing. In Pauper, land destruction is an actual archetype, and Raze to the Ground slots into mono-red land-hate lists that want cheap, unconditional effects. Legacy and Vintage have faster and more impactful ways to spend a red mana, so it sees no meaningful play there.
