In Commander, Raven Wings earns its slot in voltron builds and evasion-starved aggressive decks that need a cheap, repeatable way to make a commander unblockable by most ground creatures. Pauper is where it sees the most concentrated use — one-mana equipment with relevant keywords is a high bar in that format, and evasion stapled to a body matters when games are decided by a few points of damage. In Legacy, Modern, and Pioneer it's too narrow; those formats have better payoffs than swapping equipment between creatures for value. Vintage has the raw power to ignore it entirely.
