Commander is where Raven Familiar finds its most relevant home, specifically in decks that can flicker or recur it repeatedly — every blink resets the trigger and filters three more cards. In Legacy and Vintage it's legal but wholly outclassed by cantrips that cost one mana and put the card directly in hand rather than offering a choice among three. Oathbreaker follows the same logic as Commander: the card is playable in a dedicated flicker shell and borderline elsewhere. Anywhere Raven Familiar can't be abused repeatedly, it's too slow and too replaceable to earn a slot.
