In Commander, Raucous Carnival scales directly with the number of opponents — three Treasures handed out means three cards drawn, which is a legitimate return on a single mana investment. Outside Commander, that math collapses: in a two-player game you're drawing one card and spotting your opponent a mana, which is just a bad cantrip. In Pauper it's legal but irrelevant — no competitive archetype wants to gift resources at any price.
