Rathi Trapper is a bulk common, and outside of Commander it almost never sees play — Legacy, Vintage, and Pauper are all technically legal homes, but tapping a creature for the cost of your own creature's tap is not competitive in those formats. In Commander, it earns a slot in one specific context: Horobi, Death's Wail decks, where the targeting trigger is all that matters and the "tap to tap" cost becomes irrelevant. Outside of that combo shell, the effect is too slow and too easily disrupted to justify a roster spot.
