Commander is where Rank Officer earns its slot — cycling synergy decks in that format run enough payoffs and enough cyclers to chain multiple tokens per turn, and the Zombie type means tribal support is always nearby. In Pauper, it's a legitimate build-around for cycling-based token strategies, where common cyclers are plentiful and the card can take over a game without competition from expensive rares. Legacy and Vintage have access to it but have no interest — the three-mana setup cost and the pace of those formats mean it never sees play. Modern's cycling options are stronger and faster, but Rank Officer sits too far down the curve to compete with dedicated strategies there.
