Ramunap Hydra is a Commander card through and through — it needs enough deserts in one deck to reliably hit three or four counters, and the 99-card singleton environment with dedicated land-matters commanders is exactly where that condition is met. In competitive 60-card formats like Modern or Pioneer, it simply doesn't compete: four mana for a creature that requires a specific land subtype to be good is too conditional when those slots demand unconditional power.
