Ramroller is a Commander card through and through — artifact synergy decks helmed by commanders like Breya, Etherium Shaper or Shorikai, Genesis Engine can flip it on without effort, and the evasion pays off in a format where small creatures otherwise stall on a crowded board. In Modern and Legacy the competition at two mana is too stiff; there are faster, more resilient threats that don't depend on a board condition to attack through. Pioneer is the same story. Ramroller is legal in all those formats but belongs in Commander, where the artifact density is high and incremental evasion accrues value over a long game.
