The cost is that it does nothing in mono-colored or lightly-multicolored builds, where it's just a four-mana 1/1.

Commander is where Rampaging Monument belongs — multicolored goodstuff decks and gold-heavy strategies can trigger it multiple times per turn cycle without building around it at all. In competitive non-rotating formats like Modern and Legacy it's unplayable; the rate is too slow and four mana for a vanilla 1/1 is a non-starter when it doesn't immediately grow.
