Commander is the correct home for Ramosian Revivalist — long games, multiple combat steps, and singleton deckbuilding reward a repeatable rebel tutor more than any other format. In Legacy and Vintage it's legal but unplayed; rebel chains have never been fast enough for those formats, and a four-mana 2/1 with no immediate impact doesn't change that calculus. Modern is the same story: the card is technically legal but sees no play, because the rebel tribe never assembled enough critical mass to compete at that speed. Oathbreaker is a viable secondary home if your planeswalker and signature spell support a rebel theme, but the available pool is narrow.
