Commander is the correct home for Ramosian Revivalist — long games, multiple combat steps, and singleton deckbuilding reward a repeatable rebel tutor more than any other format. In Legacy and Vintage it's legal but unplayed; rebel chains have never been fast enough for those formats, and a four-mana 2/1 with no immediate impact doesn't change that calculus.
