That cost is the catch: you need a wide, mostly-untapped board to pay it efficiently, which means it's a blowout in the right deck and a dead card in the wrong one.

In Commander, Ramosian Rally occupies a narrow but real niche — it's the cheapest possible answer to a board wipe if you're running a token or weenie strategy, and instant speed matters enormously in a four-player game where sweepers are common. Outside Commander, the formats where it's legal (Legacy, Vintage, Pauper) don't give it much room: Legacy and Vintage have faster, more consistent ways to protect a board, and competitive Pauper aggro typically wins before mass removal is a factor. Pauper is the one format where a budget-friendly, wide-board white aggro shell could realistically squeeze value out of Ramosian Rally, but it's still fringe there. Stick to Commander if you're building around it.
