Ramosian Captain tutors a Rebel directly onto the battlefield at instant speed, which is the entire reason to run it. The three-mana activation on a four-mana body is slow, but in a dedicated Rebel chain it replaces itself immediately and keeps the engine moving.

Ramosian Captain is a Commander card first and almost exclusively. In EDH, the Rebel chain is a real axis of play under Lin Sivvi, Defiant Hero, and Ramosian Captain is a reliable mid-chain piece that fetches smaller Rebels and extends the search engine turn after turn. Legacy technically allows it, but the Rebel toolbox has never been a competitive archetype there — the tutoring is too slow against degenerate threats. Vintage and Oathbreaker are the same story: legal on paper, irrelevant in practice. If you're not building a dedicated Rebel deck in Commander, Ramosian Captain has no home.
