Rallying Roar untaps all your creatures and gives them +1/+1 until end of turn — at instant speed, for three mana, with no other requirements. It's a combat trick that doubles as a pseudo-vigilance effect, and in token-wide boards it can end the game on the spot.

Rallying Roar is almost exclusively a Commander card — the effect only scales when you have a wide board, and wide boards live in 100-card singleton. In Modern and Pioneer it's too slow and too conditional against interactive opponents who can answer threats before you assemble the mass untap payoff. Legacy and Vintage have no interest in three-mana tricks at all. In Commander, Rallying Roar earns its slot in token strategies that can swing with twenty creatures, use the untap to hold up blockers, or combine it with a damage-doubler to close games in one combat step.
