Rally the Righteous is a Commander card through and through — the effect scales with board width, and 100-card singleton formats give it the critical mass of creatures to make untapping a whole team meaningful. In Pauper it's theoretically legal but the format's creature-light control and tempo shells don't want a conditional combat trick at two mana. Legacy and Vintage have access to faster, unconditional win conditions that make Rally the Righteous irrelevant in those spaces. Commander is the only format where you'll regularly untap five or more creatures off this and actually close a game.
