Rally Maneuver sees its most relevant play in Commander, where protecting a high-value commander or combo piece from a block or targeted removal is worth a slot in the 99. In Modern and Legacy, the effect is real but the competition from similar instant-speed protection spells is steep, and dedicated combat-trick builds are rare enough that Rally Maneuver struggles to find a consistent home.
