Rally Maneuver sees its most relevant play in Commander, where protecting a high-value commander or combo piece from a block or targeted removal is worth a slot in the 99. In Modern and Legacy, the effect is real but the competition from similar instant-speed protection spells is steep, and dedicated combat-trick builds are rare enough that Rally Maneuver struggles to find a consistent home. Pioneer offers a slightly more forgiving environment, but the same ceiling applies — it's a role-player at best in creature-centric aggro or midrange shells. Oathbreaker can reward it in the same way Commander does, especially if your planeswalker's +ability taps something relevant.
