Commander is the natural home for Ral's Staticaster — instant counts run high, games go long enough for the pings to accumulate, and plenty of token-based threats and utility creatures fold to repeated one-damage ticks. In competitive 60-card formats like Modern and Pioneer it's too slow and too low-impact; dedicated burn decks want damage that closes games, not a 1/3 that drips one at a time. Legacy and Vintage have the same problem at a steeper level of competition. Ral's Staticaster earns a slot in Commander specifically, and only in decks built around instants or pinging synergies — outside that context, even in EDH, it's filler.
