In Commander, Ral's Reinforcements earns its slot in any Izzet or Boros spells-matter shell where token count and spell velocity both matter — it's not a build-around, but it's a clean two-for-one that scales with copy effects. In Pauper it's legal but competes against tighter, more focused token payoffs at common, so it won't find a home there. Modern and Pioneer have access to better rate cards, and Ral's Reinforcements lacks the raw power to justify the slot in those cut-throat environments. Legacy and Vintage don't want it at all — the floor is simply too low when the format is defined by one-mana spells that end games.
