Rain of Rust destroys an artifact or land for five mana, and you can pay two more to do it twice. The rate is too slow for competitive formats and too clunky for most Commander tables — better options exist at nearly every point on the curve.

Rain of Rust is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but the only format where it sees any real consideration is Pauper, where common-legal artifact removal is a constrained resource. In Commander, five mana for a single artifact or land destruction spell is simply too expensive — Krosan Grip, By Force, and Vandalblast all do more for less. Legacy and Vintage have access to far more efficient interaction, so Rain of Rust never shows up there. Pauper is its home, and even there it competes hard with Gorilla Shaman and Smash to Smithereens.
