Rain of Blades is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but legal doesn't mean playable. In Commander, one damage across all attackers fails against any board with power 2 or greater, which covers nearly every relevant threat at the table. Legacy and Vintage have access to far more efficient interaction, and Modern already outpaces what Rain of Blades can realistically stop. The only context where it does real work is against a dedicated token swarm — and even then, a wrath or a Fog effect does the job cleaner.
