Ragnar gives your creatures regeneration for, effectively making your board fog-proof as long as you have mana open — a meaningful deterrent in creature combat. The three-color identity (white, blue, green) is the real cost, locking it into Bant shells and limiting its reach.

Commander is where Ragnar sees essentially all of its play, and even there it's a niche choice — a 2/3 for three mana whose entire value proposition is a repeatable regeneration outlet. In Legacy and Vintage, Ragnar is technically legal but competes against formats where regeneration is too slow and creatures die to Swords to Plowshares before the ability matters. Commander's slower clock and combat-centric games are the one context where keeping a key creature alive through a board wipe or combat trade actually earns its mana investment.
