Rageblood Shaman gives every Minotaur you control +1/+1 and trample, turning a tribe that already wants to attack into a board that punches through blockers and closes games. Three mana for a permanent anthem with trample upside is a clean rate, and in the one Commander archetype that cares about it, Sethron, Hurloon General, it's close to mandatory.

Rageblood Shaman is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but competitive constructed has never had a reason to register it — Minotaur tribal has no meaningful presence in those formats, and a 2/2 anthem for three trades poorly against what those formats demand. Commander is the only home where it earns its slot, specifically in Sethron, Hurloon General lists where Minotaur density is high enough to make the anthem relevant on turn three. Outside of that tribe-specific shell, Rageblood Shaman doesn't see play in any format.
