Rage-Scarred Berserker is a tribal role-player, and that role is almost exclusively Commander. In Pauper it's a legal common, but six mana for a 5/4 with a single -1/-1 counter doesn't clear the bar in a format defined by efficient threats. Modern, Pioneer, Legacy, and Vintage all have access to far more efficient removal stapled to cheaper bodies, so Rage-Scarred Berserker doesn't see play there outside of kitchen-table builds.
