In Commander, Rage of Purphoros earns a slot in red decks that value both interaction and mana acceleration — the Treasure makes the spell essentially cost one red mana after the rebate, which is exceptional for a 4-damage removal spell. Pauper is where it competes hardest for a slot, since the common slot is crowded with efficient burn, but the Treasure rider gives it a real edge over raw damage spells in slower builds. In Modern and Pioneer it's simply outclassed by cheaper, unconditional removal, so it stays on the bench there. Legacy and Vintage don't need it — formats with access to Swords to Plowshares and Lightning Bolt have no reason to look twice.
