Six mana is a real cost, but in decks that blink or reanimate repeatedly, the trigger stacks fast enough to matter.

Rabid Bloodsucker is a casual Commander card through and through — the six-mana slot is crowded with more efficient threats in competitive formats, but in aristocrats, blink, and vampire tribal shells the drain trigger does real work, especially as the game goes long and life totals diverge. In Pauper it's legal but too slow; the format moves faster than a six-drop drain can keep up with. Legacy, Modern, and Pioneer have no interest in it for the same reason. Commander is where Rabid Bloodsucker earns its keep, and only in decks that can replay the trigger.
