Rabble-Rouser turns a wide board into a haste engine — every attacking creature you control pumps a mana discount that lets you vomit your hand onto the battlefield mid-combat. The cost is that it does nothing alone and needs at least three or four attackers before the discount becomes meaningful.

Commander is where Rabble-Rouser actually belongs — token and go-wide strategies are endemic to the format, and the four-mana cost is far easier to justify when a single big swing can reduce your next five spells to near-zero. In Legacy and Vintage it's a non-starter: those formats don't support four-mana do-nothing-the-turn-it-lands enchantments, and the go-wide strategies that want it aren't competitive there. Modern has the aggressive token shells that could theoretically use Rabble-Rouser, but the four-mana slot is brutally competitive and the payoff lands a turn too late for what those decks are trying to accomplish.
