Quicksmith Rebel turns any artifact you control into a repeatable Prodigal Pyromancer, threatening two damage to any target every turn it's untapped. That effect is backbreaking in artifact-heavy Commander pods, and the four-mana body is an acceptable price for a permanent gun stapled to your best rock.

Quicksmith Rebel is a Commander card through and through — the effect scales with board state, and artifact-dense EDH decks give it a constant source of two-damage pings that pressure planeswalkers, chip down opponents, and pick off utility creatures. In Modern or Pioneer it's simply too slow and too fragile for a four-mana 3/2 with no immediate impact, where opponents can answer the artifact before the ability ever fires.
