It earns a slot only in decks that specifically abuse repeatable haste enablers on a stick.

Quickening Licid is legal in Commander, Legacy, Vintage, and Oathbreaker, but practically it only sees play in Commander, where the 100-card singleton format rewards niche tribal and combo pieces that would never cut it in a 60-card environment. In Legacy and Vintage, a two-mana activation that requires the creature to tap just to grant haste to itself loses to every other speed option available, so Quickening Licid never appears there.
