It earns a slot only in decks that specifically abuse repeatable haste enablers on a stick.

Quickening Licid is legal in Commander, Legacy, Vintage, and Oathbreaker, but practically it only sees play in Commander, where the 100-card singleton format rewards niche tribal and combo pieces that would never cut it in a 60-card environment. In Legacy and Vintage, a two-mana activation that requires the creature to tap just to grant haste to itself loses to every other speed option available, so Quickening Licid never appears there. In Commander, it fits narrowest in Licid-tribal or creature-equipment-adjacent builds where the bounce-back clause matters — everywhere else, a Swiftfoot Boots does the job for less.
