The conditional rider sounds appealing but resolves to a vanilla 3-damage spell the moment anyone in your pod runs Islands.

Quenchable Fire is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but seeing play in almost none of them. In Commander, 3 damage to a single player is already a weak rate, and the upkeep clause is virtually always negated at a four-player table where blue is the most-played color. Pauper is the one context where the card has any theoretical upside — if you're punishing a mono-red or mono-green opponent who genuinely cannot pay the blue tax — but even there, better direct damage options exist at common. Everywhere else, the card simply doesn't compete.
