Quenchable Fire deals 3 damage to a player for three mana — fine — then tacks on 3 more if they don't pay a blue mana during their next upkeep, which almost every opponent in Commander can do trivially. The conditional rider sounds appealing but resolves to a vanilla 3-damage spell the moment anyone in your pod runs Islands.

In Commander, 3 damage to a single player is already a weak rate, and the upkeep clause is virtually always negated at a four-player table where blue is the most-played color.
