In Commander, Queen's Agent sees occasional play in Dimir and Esper landfall or reanimator shells where the body matters as much as the land fetch, but six mana is a high bar when Solemn Simulacrum does something similar for four. Pauper is the format where Queen's Agent is most competitive — commons that ramp and threaten on the same card are genuinely scarce at that power level. In Legacy, Modern, and Pioneer, the rate is unplayable; nothing about a 3/3 for six with a basic land fetch competes in those environments. Oathbreaker follows the Commander logic: fine in a dedicated shell, outclassed in most others.
