Commander is where Qarsi Deceiver actually earns a slot, specifically in morph-centric builds where flipping multiple creatures per turn makes the tapped mana add up fast. In Legacy, Modern, and Pioneer it's legal but never played — those formats have no interest in a 1/3 that only produces mana conditional on a mechanic that sees zero competitive play. Vintage is the same story. Qarsi Deceiver is a Commander-only card in practice, and even there it needs the right commander to justify the inclusion.
