Pyrotechnic Performer is a Commander card through and through — the token-doubling payoff scales with the wide boards that multiplayer games naturally produce, and the three-mana entry cost is reasonable when the effect can copy a dozen tokens at once. In 1v1 formats like Modern or Pioneer, the floor is much lower: boards are smaller, the effect is narrower, and three mana for a vanilla body plus a handful of tokens rarely competes with what those formats demand. Legacy and Vintage have the raw power of Pyrotechnic Performer's effect available in formats where combo and tempo matter far more than token synergy, so it doesn't see meaningful play there either. Stick to Commander.
