In Commander, Pyroclast Consul fits best in token-heavy red or Boros strategies where you can trigger it repeatedly while keeping your own board clear of small creatures — or in shells that simply don't run them. Legacy, Modern, and Vintage are legal on paper, but six mana and sorcery-speed activation put Pyroclast Consul well outside competitive consideration in those formats where the game is often decided by turn three. Oathbreaker is the same story: legal, irrelevant.
