In Commander, Pulse Tracker earns its slot almost exclusively in life-loss synergy builds — Belbe, Corrupted Observer being the obvious home, but any aristocrats or drain shell that cares about opponents losing life on your turn benefits too. Outside Commander, it's a one-mana 1/1 with a conditional drain effect, which is simply below the rate aggressive black decks demand in Modern or Pioneer. Pauper is the one competitive exception where Pulse Tracker has historically shown up in mono-black aggro alongside other one-drops, though the format has enough cheap removal that a 1/1 body doesn't stay on the table long.
