Psychic Paper is legal in Commander, Legacy, Vintage, and Oathbreaker, but Commander is where it actually earns a slot. In Legacy and Vintage, two mana for a conditional copy effect that requires a card already in hand is too slow and too telegraphed when those formats have access to far cheaper and more reliable ways to cheat permanents into play. In Oathbreaker the card is fine but the 20-life starting total compresses games enough that the payoff needs to come fast — Psychic Paper can get there in the right shell but requires setup. Commander is the format that rewards it: longer games mean you're more likely to be holding a high-cost bomb, and two mana to put it on the board a full turn cycle ahead of schedule generates real tempo.
