Psychic Paper card art
Psychic Paper enters the battlefield as a copy of any nonland permanent card in your hand — no mana cost paid, just the two mana you spent to cast it — which makes it one of the most flexible cheat-into-play effects available for the price. Malcolm, Keen-Eyed Navigator and The Tenth Doctor // Rose Tyler both spike its inclusion rate because the card does real work the turn it lands, not the turn you untap.

Commanders with the highest synergy

01
The Tenth DoctorRose Tyler

The Tenth Doctor // Rose Tyler

44.7% of decks · synergy 0.44

Psychic Paper is in nearly half of all The Tenth Doctor // Rose Tyler decks because the commander's Companion mechanic rewards playing cards with high mana value for cheap, and Psychic Paper lets you put a massive threat into play for two mana on the same turn you're triggering Doctor-specific abilities.

02
Magar of the Magic Strings

Magar of the Magic Strings

15.3% of decks · synergy 0.15

Magar of the Magic Strings imprints instants and sorceries on creatures, but the deck also wants cheap artifacts that do outsized things — Psychic Paper copying a high-value permanent out of hand fits that gameplan cleanly without competing for the spell slots Magar actually needs to function.

Format Analysis

Where it lives, where it can’t

FormatVerdict
commander

modern

oathbreaker

Psychic Paper is legal in Commander, Legacy, Vintage, and Oathbreaker, but Commander is where it actually earns a slot. In Legacy and Vintage, two mana for a conditional copy effect that requires a card already in hand is too slow and too telegraphed when those formats have access to far cheaper and more reliable ways to cheat permanents into play. In Oathbreaker the card is fine but the 20-life starting total compresses games enough that the payoff needs to come fast — Psychic Paper can get there in the right shell but requires setup. Commander is the format that rewards it: longer games mean you're more likely to be holding a high-cost bomb, and two mana to put it on the board a full turn cycle ahead of schedule generates real tempo.

Price Context

Current price

$0.35 bulk tier

At $0.35, Psychic Paper sits firmly in bulk territory — you're not paying a premium for anything here. Given its niche appeal and Doctor Who set origin, the price is unlikely to move meaningfully in either direction unless a breakout Commander list pushes demand.
