Psychic Intrusion is a Commander card through and through — the political information gain and access to opponents' best spells matter most in a 100-card singleton environment where everyone is doing something different. In Legacy, Modern, and Pioneer it's legal but sees no play; five mana for a conditional spell that doesn't immediately win the game is too slow in those formats, and Thoughtseize does the hand-disruption job for one mana. Commander is where Psychic Intrusion earns its slot, particularly in Dimir and Grixis shells that want to answer threats while building toward their own win condition.
