In Commander, Prying Questions is too narrow for most 99s — milling three in a 100-card format is negligible, and single-target discard loses value with three opponents. It earns a slot in dedicated discard commanders like Tinybones, Trinket Thief or Nekusar, the Mindrazer, where each effect chains into payoffs. In constructed formats like Modern and Legacy it can't compete with Thoughtseize or Inquisition of Kozilek, which hit hand before the card is even played. Pioneer is the same story — the card simply doesn't have the raw power to see competitive play in any 60-card context.
