Provisions Merchant is legal in every major constructed format, but it has no real presence outside Commander — Food synergies aren't a competitive axis in Modern, Pioneer, or Legacy, where two mana for a 1/3 and some incidental life gain doesn't clear the bar. In Commander, it's a role player, not a staple: it belongs in dedicated Food-token decks where the incremental life gain compounds across a long game and the body occasionally blocks. Outside those shells, it's too narrow to justify the slot.
