Protomatter Powder reanimates any artifact from any graveyard for three mana at instant speed — that's a genuinely flexible effect that most blue-white artifact decks want access to. The catch is it's a one-shot sorcery stapled to an artifact body, not a repeatable engine, so it earns its slot only when your meta regularly puts high-value artifacts in the bin.

In Commander, Protomatter Powder fills a niche reanimation role in artifact-heavy decks — grabbing a destroyed Sol Ring, Treasure Map, or combo piece at instant speed is real utility, and the fact that it targets any graveyard gives it some political angle in multiplayer. Outside Commander, Protomatter Powder sees essentially no competitive play: Legacy and Vintage have far more efficient artifact recursion, and the effect doesn't do enough to justify a dedicated slot in a focused combo or control shell. It's a Commander card through and through.
