Prophecy lets you swap cards from your hand for the top cards of your library each upkeep — on paper that sounds like filtering, but paying life and losing the ability to hold interaction makes it a liability in most games. Skip it; there are cleaner draw engines at every price point.

In Commander, Prophecy competes with a deep pool of repeatable draw and filtering effects, and it loses that competition — the life loss accumulates across a long multiplayer game and the forced discard-then-draw structure punishes you for holding reactive spells. Legacy and Vintage have it legal but would never touch it. Pauper is the one format where bulk enchantments occasionally find niche homes, though even there Prophecy's symmetry-free upside isn't enough to displace purpose-built commons.
