Proficient Pyrodancer carries three restrictions printed directly on the card, and they're the reason it's banned in Legacy, Vintage, and Oathbreaker — formats where the density of cheap instants and sorceries turns it into an engine that floods the board faster than fair interaction can handle. Commander gives it a pass for the usual reasons: a 100-card singleton deck dilutes the spell density, four opponents means the threat has to survive longer to pay off, and the singleton rule prevents the kind of redundancy that makes the effect oppressive. In EDH it's a strong payoff for spellslinger decks, not a format-warping problem.
