Primoc Escapee shuts down your opponents' flying creatures as long as it stays tapped — a static soft-lock stapled to a 3/1 body for five mana. The cost is steep enough that it only earns a slot in decks that can abuse the tap trigger repeatedly or protect it reliably.

Primoc Escapee is a Commander card through and through — the format's slower clock gives the tap ability time to matter, and commanders like Merieke Ri Berit or Ertai, Wizard Adept that reward keeping creatures tapped make the most of it. In Legacy and Vintage, five mana for a 3/1 with a conditional lock effect is nowhere near competitive, and the card sees no play in either format. Oathbreaker is legal but shares the same problem: the format is fast enough that a five-drop with no immediate impact will often just die.
