In Legacy and Vintage it's technically legal but competes against faster, more resilient Pod effects and sees essentially no play. Modern and Pioneer are the same story — the tap cost and summoning sickness are punishing in formats where the game can end before you untap, and dedicated Pod strategies have better options at the same mana value.
