In Commander, Primal Forcemage earns its slot exclusively in token-flood decks where you're reliably putting three or more creatures into play per turn — in that context, the cumulative +3/+3 triggers add up fast enough to close games. Outside of Commander, the case falls apart: Legacy and Vintage have no interest in a three-mana do-nothing creature when combo and interaction operate a full turn faster, and Modern's creature-based aggro strategies have far more resilient payoffs at the same cost. Oathbreaker can theoretically support it in a go-wide shell, but the smaller card pool makes consistent enablers harder to assemble.
