That rate is too slow for most competitive tables — you're paying a full extra mana over comparable sacrifice-forcing effects and getting a body that doesn't threaten to close games.

In Commander, Predatory Nightstalker occupies the low end of playability — sacrifice-on-ETB is a real effect, but five mana for a 3/2 is a steep ask when Fleshbag Marauder and Plaguecrafter do the same job for two mana less and affect all opponents. Pauper is where Predatory Nightstalker has the most legitimate claim to a role, since the card pool for targeted sacrifice effects at common is thinner and a repeatable blink or reanimation shell could extract multiple triggers.
