Preacher steals any tapped creature your opponents control and holds it for as long as Preacher stays on the battlefield — repeatable theft on a three-mana body is a serious political and board-control tool. The catch is the fragility: Preacher is a 1/1, and the moment it dies, everything it borrowed walks home.

Commander is where Preacher earns its keep — three or more opponents means a constant supply of tapped targets, and decks that tap enemy creatures (Opposition, Icy Manipulator, Willbreaker lines) turn Preacher into a repeating engine. Legacy sees almost no play for it; three mana for a conditional theft effect at sorcery-speed timing is far too slow against that format's threats. Vintage is technically legal but irrelevant — the power ceiling of that format leaves Preacher several rungs too low. Oathbreaker is legal and could support some political shells, though the smaller pod sizes reduce how reliably you find tapped targets.
